BAJA Border Travel Alert! San Ysidro Southbound Inspections to go FULLTIME this Summer 2019

ADVISORY: June 14 - Four (4) additional inspection lanes to open southbound
• Night closures on the I-5S and I-805S highways from June 10th through June 14th
SAN YSIDRO - The General Services Administration of the U.S. announced the opening of the last four additional lanes on the newly constructed Interstate 5 southbound (I-5S) on June 11, 2019 at 7 a.m., south of the Camino De La Plaza Bridge.
These additional lanes are part of the San Ysidro Modernization and Expansion Project of the Land Entry Port (LPOE).
In order to redirect traffic to the new inspection lans segment of the highway, GSA will implement temporary and alternating night closures of lanes on the I-5 highway and on the I-805 highway south (I-805S) between June 10 and 14. June at 10 p.m. at 7 am.
GSA will temporarily close the I-5 highway at night for a nine-hour period on June 10 and June 11, 2019. Traffic will be diverted to the I-805S highway through the SR-905 connector from the 10th. June 2019 at 10 p.m. until June 11, 2019 at 7 a.m .; and again from June 11, 2019 at 10 p.m. until June 12, 2019 at 7 a.m.
The Camino De La Plaza access to the I-5 highway southbound will be closed during this same period. One lane of I-805 will remain open.
GSA will also temporarily close I-805 at night for a nine-hour period on June 12 and June 13, 2019.
Traffic will be diverted to the I-5S highway through the SR-905 connector from the 12th June 2019 at 10 p.m. until June 13, 2019 at 7 a.m .; and again from June 13, 2019 at 10 p.m. until June 14, 2019 at 7 a.m. Two lanes will remain open in the autopsy I-5S.
Travelers are advised to plan ahead for possible delays, be aware of traffic reports and related news coverage as well as observe traffic signs informing of changes in the affected roadways -including the signs of the last exit and speed limit in the United States.
Transit crossing southbound through San Ysidro LPOE to Mexico will remain open to vehicular and pedestrian traffic during the planned detour.

"U.S. Customs and Border Protection officers at the San Ysidro port of entry will begin operating four new southbound lanes headed into Mexico’s El Chaparral facility on Tuesday, May 14.
The General Services Administration (GSA) completed construction on four of the 10 southbound vehicle lanes and inspection booths on the I-5 freeway and will turn them over to CBP at 7 a.m.“We are excited to reach another milestone in the construction of the San Ysidro port of entry and look forward to operating the southbound lanes and booths to efficiently and safely conduct inspections of travelers headed into Mexico in vehicles,” said Pete Flores, director of field operations for San Diego. “We look forward to the completion of the project in its entirety later this year.”
CBP officers already conduct southbound inspections as part of our authority focusing on currency, weapons, export violations, and fugitives exiting the United States. These focused inspections significantly increase the cost of doing business for violent criminal organizations and will continue to serve as a valuable tool in our efforts to enforce smart, effective, and strategic border operations. We aim to accomplish this through enhanced technology without affecting the flow of regular traffic.
We will continue to conduct outbound inspections as “pulse and surge” operations. Pulse and Surge operations are short and periodic in nature that permit CBP to address staffing issues, maintain the element of surprise, maintain level of being unpredictable, counter the use of “spotters” by drug trafficking organizations, and manage the flow of outbound traffic.
CBP is very sensitive to the needs of the border community and we work hard to find ways to shorten wait times however we can while not sacrificing security. At this time, we do not intend to change our southbound inspections, and no plans to conduct southbound inspections in the same way that we conduct northbound inspections.
This new infrastructure is a critical step towards addressing our Congressional mandate to biometrically record the exit of non-U.S. citizens, including reporting on those who have overstayed the period of their admission."

The U.S. General Services Administration (GSA) will realign the southbound Interstate 5 (I-5) freeway to a newly constructed roadway on May 14, 2019 as part of Phase 3 of the San Ysidro Land Port of Entry (LPOE) Modernization and Expansion project.
This stage of the project opens the four westernmost lanes of the newly constructed I-5 southbound freeway just south of the Camino De La Plaza Bridge. Additional lanes will open June 2019.
In order to transition vehicle traffic from the current freeway configuration to the newly constructed lanes, GSA will temporarily close the southbound I-5 overnight for a nine-hour period on May 13, 2019. Traffic will be detoured to southbound Interstate I-805 (I-805) freeway via the SR-905 connector from 10 p.m. May 13, 2019, to 7 a.m. May 14, 2019.
The Camino De La Plaza southbound I-5 freeway on-ramp will be closed during this same time frame.
Additionally, from 10 p.m. May 13, 2019, to 7 a.m. May 14, 2019, two to three southbound I-805 lanes will temporarily close to facilitate the transition.
Travelers are advised to plan ahead for potential delays, monitor media, and traffic reports, and adhere to posted signage which announces changes to freeway patterns on affected roadways.
Southbound traffic through the San Ysidro LPOE into Mexico will remain open to vehicular and pedestrian traffic during the detour.

DHS plan for face scanning at airports [and land ports] sparks Baja Travel Alert!
"DHS has been implementing its “biometric exit” program, which photographs some visitors when they are departing the U.S., for years, expanding to 15 major airports with plans to reach five more. President Trump in 2017 signed an executive order speeding up the rollout of the face-scanning technology, and Congress in 2016 authorized up to $1 billion over the next 10 years to implement the program."

BAJA Border Travel Alert! As alerted for over ten years, we now report FULLTIME Southbound Inspections will open this Summer, on the United States side of the border.
"Permanent southbound inspection booths coming to San Ysidro this summer. The San Ysidro Land Port of Entry (LPOE), Phase 3 project is designed to address travel delays that will come due to increased inspections on southbound vehicle traffic entering Tijuana via the I-5 / Chaparral border crossing into Mexico".
"The southbound Interstate-5 will be expanded from 5 to 10 lanes in addition to the installation of 10 new inspection booths. This project will include new southbound primary and secondary vehicle inspection canopies along with access roadways through the LPOE to and from Mexico.The project also includes the expansion of the northbound primary vehicle inspection canopy and will create 8 additional lanes with 15 northbound inspection booths".
Customs, Border Enforcement and the United States Justice Department will be inspecting EVERY traveler through the San Ysidro Port of Entry, beginning this Summer. Customs and Border Protection and their related law enforcement counterparts, will be enforcing all Local, State and Federal Laws in the Southbound Inspection areas!
